We had to switch from 500 to 37 on our mainframe queue manager due to some characters not translating properly from smaller platforms to the mainframe.

Out of curiosity, is there any zOS specific reason not to move to a
Unicode codepage - 1200, 1208, whatever it takes?

I don’t believe that all special characters translate to the mainframe with 1200/1208. They do with CCSID 37.

We use 37 for z/OS, too.

Jeff - Maybe I am missing part of your question, but z/OS requires an EBCDIC code page, and 1200 and 1208 are ASCII based code pages.

For example, the character capital A maps to x'C1' in EBCDIC and x'41' in ASCII. So already have an incompatibility with z/OS using 1200 or 1208 as code pages.

I wrote a lengthly response on this topic quite a number of years ago, so it may be in the archives. Every organization outside of the U.K. should set the CCSID on their z/OS Queue Managers to their "appropriate" country character set. There is no one single EBCDIC code page, there are multiple code pages for EBCDIC that vary by country. It would seem to be simple to set the Queue Manager CCSID to the Code Page for your country. That being said, you may find that TSO, CICS, DB2, JES, etc. are NOT running under the same code page! I have seen this at most customer sites. This makes defining the "appropriate" character set a compromise.

The real issue here is that most applications will normally NOT specify the CCSID that they are encoding. My experience is U.S. based, perhaps my international colleagues have developers that are more aware of "localization" coding techniques. If the code set is not specified by the application, then MQ will use the Queue Manager CCSID of the Queue Manager when the MQPut operation takes place.

The translation issue then comes into play when WMQ translates code pages and the data put into the message body under the code page of their environment (CICS, etc.) is not the same code page that was put into the message header. If you have multiple Application environments with different Code Pages then you must make a decision which environment will work correctly (by using the Queue Manager default) and which environments will not have the correct CCSID set by default.

Most U.S. based z/OS subsystems have one of the EBCDIC Code Pages, so things like letters and numbers will normally translate correctly. Some special characters [like brackets] will not be translated correctly, however. Be aware that "fixing" the problem for one application may cause another application to fail.

Jeff - Maybe I am missing part of your question, but z/OS requires an EBCDIC code page, and 1200 and 1208 are ASCII based code pages.
For example, the character capital A maps to x'C1' in EBCDIC and x'41' in ASCII. So already have an incompatibility with z/OS using 1200 or 1208 as code pages.

would hope that we had made some progress since then...

And Unicode is neither ASCII nor EBCDIC.

It's significantly larger than both of those put together.

We ran using CCSID 500 (the default) for a couple of years. Until the data needed to contain legitimate special characters that did not translate to the mainframe using CCSID 500. That’s when we changed to 37.

Hi Jeff,

I can not authoritatively answer the first question, although I am pretty confident the answer is no. Maybe the question could be asked, can z/OS run with an ASCII code page? Again, I am pretty confident the answer is no.

I guess you could turn the question around and ask why can't distributed environments use an EBCDIC code page? :-)

My understanding is Unicode is an ASCII based code page. There does appear to be a UTF-EBCDIC Unicode code page that would support EBCDIC, but that is not part of the Unicode standard. At least, based on the research I have done.

I appreciate questions like these. They are thought provoking! :-)

We use 37 for z/OS, too.

Jeff - Maybe I am missing part of your question, but z/OS requires an EBCDIC code page, and 1200 and 1208 are ASCII based code pages.

For example, the character capital A maps to x'C1' in EBCDIC and x'41' in ASCII. So already have an incompatibility with z/OS using 1200 or 1208 as code pages.

I can not authoritatively answer the first question, although I am pretty confident the answer is no. Maybe the question could be asked, can z/OS run with an ASCII code page? Again, I am pretty confident the answer is no.

I guess you could turn the question around and ask why can't distributed environments use an EBCDIC code page? :-)

My understanding is Unicode is an ASCII based code page. There does appear to be a UTF-EBCDIC Unicode code page that would support EBCDIC, but that is not part of the Unicode standard. At least, based on the research I have done.

I appreciate questions like these. They are thought provoking! :-)

I have seen this scenario too. z/OS MQ apps tend to use the default qmgr
CCSID in MQMDs and process message data as CCSID 37 (US EBCDIC). The
qmgr dutifully converts the incoming data (eg. ASCII) to CCSID 500
(International EBCDIC) and presents it to the app. This works fine except for 7
special characters that don't have the same hex codes in 500 and 37, see

We ran using CCSID 500 (the default) for a couple of years. Until the data
needed to contain legitimate special characters that did not translate to the
mainframe using CCSID 500. That’s when we changed to 37.

Funny how these things work - I was pondering this exact question yesterday.

In practical terms however I think the answer is no simply because as mentioned elsewhere most applications will simply use the QMGR default CCSID and unless you're going to make all your data ASCII or whatever too you'll have problems.

And when I think back to the hassle I had just trying to specify a different *EBCDIC* codepage when compiling my program I suspect it isn't going to work.

Hi Tim,

Just for accuracy :) Unicode is not ASCII-based. UTF-8 is one representation of Unicode and the first 128 characters correspond to the ASCII values for those characters. But there are lots of alternative representations for Unicode data that do not match such as UTF-16, although even then I guess it looks more like ASCII than EBCDIC!

I can not authoritatively answer the first question, although I am pretty confident the answer is no. Maybe the question could be asked, can z/OS run with an ASCII code page? Again, I am pretty confident the answer is no.

I guess you could turn the question around and ask why can't distributed environments use an EBCDIC code page? :-)

My understanding is Unicode is an ASCII based code page. There does appear to be a UTF-EBCDIC Unicode code page that would support EBCDIC, but that is not part of the Unicode standard. At least, based on the research I have done.

I appreciate questions like these. They are thought provoking! :-)

We use 37 for z/OS, too.

Jeff - Maybe I am missing part of your question, but z/OS requires an EBCDIC code page, and 1200 and 1208 are ASCII based code pages.

For example, the character capital A maps to x'C1' in EBCDIC and x'41' in ASCII. So already have an incompatibility with z/OS using 1200 or 1208 as code pages.

Hi Paul,

Thanks for the clarification and correction. I was speaking to loosely when I said "ASCII based". I was thinking more in terms of common characters like alphanumeric characters when I made that statement that standard Unicode was "ASCII based". But maybe there are Unicode variants in the Unicode standard where even that is not true. These code pages can sometimes be a confusing, cryptic, and esoteric area. Especially, with some of the proprietary ones that IBM has. At least that is how I feel when I try to look deeper into them. :-)

Hi,
It is very difficult to write that Unicode is not "ASCII-based".

The center of the Unicode system is the code points table. The values of the
code points for the basic english characters (decimal digits and a to z
upper and lower cases letters) ARE the US-ASCII values extended to 16 bits.

UTF-8 values ou other UTF-XXX values are specific encodings of the code points.

Of course Unicode coverage is much larger than ASCII coverage. This is the
main reason for its existence.
